Yes a list is a good place to start but as the old saying goes garbage in equals garbage out. Making sure you have a well defined, written down (and reviewed) set is essential to selecting the right tools. The main purpose of a good set of requirements is to enable you to identify a good selection of potential vendors in the first place. Then with this selection you can request a reasonably accurate costing from the suppliers. Essentially allowing you to compare apples with apples, rather than just taking the base cost of each suppliers offering.
